      S.003 | Healthcare Equity and Accessibility for Less (HEAL) Act

      Madam President, I would first like to commend the Senator from Nevada for her heartfelt remarks and for her commitment to ensuring that healthcare is accessible to all Americans. Senator Reyes has shared a personal and moving story about her mother’s dedication to serving her community, and I think we can all agree that healthcare workers, particularly those in underserved areas, are the backbone of our healthcare system. They do heroic work under often difficult circumstances, and we owe them our gratitude. However, while I respect the intent behind the HEAL Act and share the Senator’s desire to see better healthcare outcomes for low-income Americans, I have some reservations about the approach outlined in this bill. The expansion of Medicaid and other government-run programs, while well-meaning, risks entrenching us further into a system that, in my view, is not sustainable in the long term. As it stands, Medicaid already accounts for nearly $600 billion in federal spending each year, and projections suggest that this figure could rise substantially in the next decade if expansions continue unchecked. The federal government’s ever-growing role in healthcare, as proposed by this legislation, is not the solution to the deeply rooted issues in our healthcare system. Madam President, we cannot ignore the reality that government programs, even those crafted with the best intentions, often come with inefficiencies, ballooning costs, and unintended consequences. For instance, the Centers for Medicare and Medicaid Services report that improper payments in Medicaid alone amounted to $98 billion in 2022. These inefficiencies, combined with the program’s rising costs, suggest that further expansion would put tremendous strain on the federal budget, diverting resources from other critical areas of need. Instead, I believe we should be focused on solutions that empower patients, foster competition, and drive down costs through innovation. Studies show that price transparency in healthcare can reduce costs by up to 14% in certain markets, simply by allowing consumers to compare prices and make more informed decisions. Encouraging competition among insurers, expanding the use of Health Savings Accounts—of which 30 million Americans already take advantage—and promoting price transparency in healthcare services would give Americans more control over their healthcare decisions, without burdening future generations with unsustainable debt. The HEAL Act also proposes capping prescription drug costs, and while I agree with the need to make medications more affordable, we should approach this issue through private sector innovation and competition, not through price controls. It is worth noting that in the past five years, the average price of generic drugs in the United States has decreased by 37%, largely due to increased competition in the pharmaceutical market. We must continue reducing regulatory barriers and streamlining the approval process for generic and biosimilar drugs to increase market competition and drive down prices organically, without government mandates that could stifle innovation. Madam President, the question before us is not whether we should help those who struggle to afford care—we all agree that we must. The question is how best to achieve that goal. I believe we can do better by promoting policies that give Americans more choices, better access, and greater transparency, without expanding the federal government’s role in their lives. I stand ready to work with the Senator from Nevada and my colleagues across the aisle to find common ground on these issues. We all want a system that is compassionate, just, and sustainable for future generations. But we must pursue a path that allows the market to flourish and empowers individuals, not one that leads us further into government dependency. I’m afraid to say that the present legislation, in its current form, is not something that I can support. I yield the floor.

Kamala Harris has broken barriers throughout her career, paving the way for so many women, especially women of color, to rise in public service. Her legacy as Vice President will be remembered for her tireless advocacy for working families, civil rights, and justice for all Americans. Though I know this decision must have been incredibly difficult, it also reflects her unwavering commitment to the American people—by ensuring she can step aside in the best interest of her own well-being and the future of this nation. As we move forward in this pivotal election year, I want to extend my deepest gratitude to Vice President Harris for her service, and my heartfelt wishes for her health and recovery. Our country is stronger because of her leadership, and her impact will continue to inspire generations to come. My thoughts and prayers are with the Harris family right now as she deals with her health complications"
